Departure from Moscow

Operatives would not travel under their high quality forged documents from Moscow. Instead they would travel to a European city under a set of lesser quality forged documents. This travel from Moscow to another European city was considered trivial and thus wasn’t given the same level of care as the final documents with his new legend/identity.

This led to a problem where operatives were often caught at this stage of their journey simply because they were ill-prepared for it and little care was taken. For example, one was caught because the document plainly described someone other than him — the document stated the man had one arm when he clearly had two arms. Others were caught when the documents indicated language proficiency or professional skills that the operative did not actually have, leading to situations where someone would try to communicate in the language or discuss the skill only to discover the operative had no such capability.

The forged documents themselves were often shipped in diplomatic pouches to meet the operative in the city of choice.

The obvious lessons here are that no stage of the operation should be taken lightly and documents of the new identity should align accurately with the skills that the operative actually has — as well as describe his or her physical characteristics correctly.
